GOVERNOR DAVIS SIGNS LEGISLATION THAT HELPS STUDENTS WITH SPECIAL NEEDS 09/18/2003                                                            SACRAMENTO
Governor Gray Davis signed legislation that requires a local education agency to allow an independent educational assessment of a pupil with special needs regardless of whether a due process proceeding has been initiated.
"This bill addresses a basic fairness issue," Gov. Davis said. "It would allow independent observers paid for by the child's parents to observe a student with special needs in the classroom for assessment purposes."
SB 145 authored by Senator Dede Alpert (D-San Diego) also requires special education hearing officers to complete training. It also requires the Superintendent of Public Instruction to establish standards for the training and degree of specialization of hearing officers and for quality control measures.
