Governor of the State of California
The arts are one of humanity's most expressive means of understanding the world, providing a universal language for people
to communicate across continents, time and social barriers. As President John F. Kennedy said, "the arts incarnate the creativity
of a free people." Through enjoyment of the arts, we celebrate the highest ideals and the cultural richness of society.
Through arts education, we are given the skills to challenge our imagination and push the boundaries of our potential.
Research has shown that arts instruction enhances the quality of a child's educational experience. The arts improve self-esteem,
inspire creativity and help students set and reach goals. Practicing the arts in its many forms and disciplines encourages
our youth to explore and create.
This month, in a statewide effort to observe Arts Education Month, California counties, school districts, museums, performing
arts centers, libraries and government buildings host events that illustrate the importance and lifelong benefits of arts
education.
NOW, THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State of California, do hereby proclaim March 2004, as "Arts Education
Month."
IN WITNESS WHEREOF I have here unto set my hand and caused the Great Seal of the State of California to be affixed this the
third day of March 2004.
